The PNS is not only an administrator but also a moral actor in the eyes of the state. In May 2017, ahead of the holy month of Ramadan, a joint operation in Surabaya caught a female PNS with the initials RB (30) in a homestay with a man who was not her husband. The police dubbed this a "Panen Tangkapan" (Harvest of Arrests), where the guardians of public order (PNS) were found breaking the city’s moral codes themselves. This irony is a powerful social issue in Surabaya: the fragility of the moral authority of those who enforce the rules.
Interestingly, the current leadership of Surabaya has actively worked to demystify the wealth associated with PNS. Wali Kota Eri Cahyadi has publicly claimed that a simple lifestyle has long been ingrained in the work culture of the city’s state apparatus. His administration prioritizes kampung (village) development over lavish office displays, embodying a philosophy that prioritizes infrastructure over international junkets, which is a stark contrast to the previously common perception of the civil service as a place for personal enrichment.
The clash happens when the tries to control the egalitarian ABG . When the state tries to impose rigid rules (like night raids on "immoral" behavior), the tech-savvy youth often find ways to evade, mock, or circumvent these controls through digital anonymity.

The city’s identity is deeply tied to its history as the "City of Heroes" (Kota Pahlawan). This creates a civic pride that demands both authenticity and hard work from its public figures and youth alike.
The findings of this study underscore the need for increased awareness about online privacy, consent, and the implications of engaging with certain types of online content. There is also a call for more stringent legal measures to protect individuals from exploitation and harassment.
As the civil service digitizes, the line between private life and public office blurs. The government has had to implement stricter digital codes of conduct to manage how employees present themselves online.
